The Palmer Report ( UN: Report of the Secretary-General’s Panel of Inquiry on the 31 May 2010 Flotilla Incident, September 2011 )confirmed the legality of Israel’s naval blockade of Gaza, and Israel’s right to enforce the blockade, including in international waters. The panel also recognized Israel’s right to visit and search vessels and to capture them, if found in breach of a blockade, including in international waters.
